Antenna Installation for school club

I am a league member and an experienced ham, starting up a ham club at my school and trying to get a 14AVQ vertical installed on my school's roof. I am not allowed to install it; the school has engaged a general contractor to do the job, but he's asking me how to do it. I want to ensure he follows the National Electrical Code. The school doesn't have the money to but a copy of the code and I can't find a searchable copy online. Might the ARRL have just the antenna portion of the NEC available for me to use?
