I believe all contestants should be at their operating position OR
make a separate contest.

The way the rules are wrote, anyone can operate from anywhere and it still counts.
It seems that the rich makes the rules and can afford to operate these types of stations.
If I had several million dollars, I would build one of these stations and rent it out to those people that chooses to buy their way into awards.
You can change the rules, but there is always going to be someone that will figure a way around the rules.
And, most awards are dependent upon the operator being honest.
How many times have you worked a contest where the loudest operators are the first worked.
How many times have you wondered, is this person really working QRP, 100 watts or even less than 1000 watts?
How many of these people are using 5000+ watts?
Unless you physically drive to their station and do a field survey, you never really know how much power they are running.
There is always somebody that is going to use unscrupulous means to try to make themselves look like a big shot...
